HyNet Carbon Capture Project

Cabinet members will be asked to approve the Council鈥檚 Local Impact Report for a proposed cross country Carbon Dioxide Pipeline, when it meets on Tuesday 25 April.

Liverpool Bay Carbon Capture Storage Limited is proposing to construct and install a new carbon dioxide pipeline between Ince, near Stanlow, (Cheshire) and Flint, and repurpose an existing natural gas pipeline between Flint and Talacre (the 鈥楥onnah鈥檚 Quay to Point of Ayr Pipeline鈥).听 听

Andrew Farrow, Chief Officer (Planning, Environment and Economy) said:听

鈥淭he consenting process for the proposed Carbon Dioxide Pipeline is different to a听traditional planning application which is ordinarily sought under the Town and Country Planning Act which the Local Planning Authority would determine. This application has been made under the Planning Act 2008 for a permission known as a Development Consent Order.

An application to construct and operate the proposed Carbon Dioxide Pipeline has been submitted to the Planning Inspectorate (England) who will administer the Development Consent Order application on behalf of the Secretary of State for Business, Energy, and Industrial Strategy.

The Local Authority has a role to produce a Local Impact Report to inform the decision-making process and to assist Planning Inspectorate (England) to make a recommendation to the Minister for Business, Energy, and Industrial Strategy鈥.

The Local Impact Report describes the likely impact of the proposed Carbon Dioxide Pipeline on land-use in 香港王中王最快开奖结果.

Cabinet Member for Planning, Public Health and Public Protection, Councillor Chris Bithell said:

The Report is a matter of fact and has been produced based on a combination of relevant impacts on areas in the county.听 A copy of the Report is available to view on the Council鈥檚 website鈥.
